A record of the strategic decisions established during Phase 1.
Every future phase of the Playbook should remain consistent with these decisions unless a formal revision is approved.

Supporting Standards
The following operating standards are now mandatory across the company.

| Discovery Before Proposal | No proposal should be prepared until discovery has identified the underlying business context and constraint. |
| Diagnosis Before Deliverables | Deliverables should never be recommended without first identifying the business problem they are intended to solve. |
| Constraint-Led Thinking | Recommendations should always address business constraints rather than requested deliverables. |
| Evidence-Based Decisions | Strategic decisions should be supported by evidence, research or validated experience rather than assumptions. |
| Strategic Focus | Rundown should pursue opportunities where it can create measurable strategic value and decline work outside its expertise. |
Review Schedule
The Decision Register should be reviewed:
- At the completion of every Playbook phase.
- Before introducing new service offerings.
- Before making significant changes to positioning.
- During the annual strategic review.
Strategic decisions should only be revised when supported by sufficient operational evidence.
